PlanMaster for Facility Siting
Southern California Edison (SCE) staff and Facet consultants used Facet's PlanMaster
to create a web site that coordinates the facility siting process. The PlanMaster website
(below) captures and structures the objectives and issues in the facility siting decision process.
The result is a robust Web-assessable tool that helps different groups within SCE
examine the possible sites for facility development and understand the advantages, limitations, and
tradeoffs that each provides. Planners at SCE can:
- Define which issues have greater priority in the decision making process.
- Examine how each site complies with CEQA requirements such as habitat conservation and
potential impacts on water quality.
- Flag potential conflicts with community health and safety including proximity to schools and
EMF sensitivity.
- Research previous community conflicts and sensitivities.
- Explore access to existing facilities, site size, slope, soil contamination and other engineering
concerns and costs.
- Investigate land ownership and governance.
