The bottom line for most plans is how much it will cost and where the money will come from. Investigating reasonable options for financing capital, operations and maintenance costs is part of scenario planning. As most plans are ultimately paid for by stakeholders and/or the public, their understanding of all options and ultimately their willingness to fund a plan is a priority.
